Yes, it says that when the levels are too high it inhibits socio sexual behavior, and yes, we know if the levels are too low the same thing can happen as well.

FInbasteride, so what it is saying is that by increasing neuroestrogen levels beyond what they should be, it inhibits socio-sexual behavior. So it means that high neuroestrogen (beyond what it should be) makes animals less sexual.
