Looking for study/analysis of Merck trial safety monitoring

Could anyone point me to the study/analysis of Merck’s original Finasteride trials which pointed to poor monitoring of side effects? I’m drawing a blank although I’m sure that one is out there.

I believe it was the Belknap study right? I can’t remember which year it was published.
